Does it count as a Masquerade mask because it doesn't have the word, mask, in the name?

The item is free and Masquerade is going on at the moment, so people can go and test it if needed.

Was able to try it and it doesn't work as a mask.

It needs to have the word "Mask" in it to work and it's probably a April Fools Joke

You're probably right about it being an April Fools joke. It looks nice on, though, so a proper mask could be hidden behind it.
