I personally have seen that particular type of denial happen when there is a bit too much to point out in a single denial. Staff usually encourages new creators to seek out peer assistance because the community can really give you a lot more information than a small event on the sidebar can! (I'm not a staff member, this is just based on experience with the system, but I think when you get a denial, staff tries their very best to tell you 'all' things that need work, so that they don't waste your denial count. If there is a bit too many things though [ or even just a few very complex things ], they may give this general denial because they're hoping you'll seek outside assistance before resubmitting to give them a little more to work with!) I think that type of denial is actually a good reason to try to get in contact with someone who specifically has experience with creating / submitting CW artwork. They will be able to help give you some additional information on what might be able to be improved or what might be missing.
There is a board you can post in, here; LINK and anyone who is available can offer you assistance. I do know that it can sometimes be intimidating to post publicly like that though, so if you are anxious or uncomfortable posting there, I have some time this week and you can smail me for assistance if you'd prefer that method. I only ask that you please be patient with me, as sometimes explanations can take a while to give! (There are definitely some things I am not very skilled at though! So I may need to point you to another artist if your item is out of my own experience!)
Oh, okay! Sorry, I misunderstood then. Obviously I'm not staff, so I can't give a 100% answer but I don't think I have ever heard of staff denying something just because they don't want it accepted unless it's breaking some rules / doesn't comply with standards.
I've helped a few users in the past where it did take a few tries to get something more up to standards before it was getting more specific denials.
Maybe it's in your best bet to file a ticket and see if staff has any additional advice or direction?
No no I mean, I'm referring to this sentence specifically on the first page: "Not matching level of detail: This reason pertains to submissions that may be nicely drawn, but are too simplistic to fit in with current Subeta items."
This isn't clear to me if it's referring to drawing style or concept. My most recent denial, the second one, had other reasons listed as well besides this catch-all part but since there wasn't anything constructive or pertaining to the actual concept itself, I don't know whether to take it as "This item does not currently match Subeta standards due to the actual drawing part itself, but it could in the future with changes made and the concept is fine," or "This item concept is too simple, and also your art is badly done." Cuz' if it was just the actual drawing part, I would have thought it would be denied for those reasons without needing this catch-all bit included.
For example, if I made just... A red t-shirt, red t-shirts already exist as official items, and I can see why staff wouldn't approve a new random red t-shirt you know? They might approve a red t-shirt that had a design on it, but how complex would the design need to be?
Hurm... I personally have submitted very basic/simple items (a simple necklace with a very tiny stone on it, for example) and had no problem. I've also done commissions for people of very basic items (a super simple / basic tank top with no graphics or designs on it for example) and also had no problem.

Otherwise it sounds like you may need to file a ticket to ask for clarification. I'm not sure you can get specific information like that in the forums! I hope you can figure it out, and I can at least say that I don't think staff would ever think 'your art is badly done'. It's hard to learn to match strict guidelines for stuff like this, and I see most new artists to the community struggle with it even a little, no matter how refined their skills are. (I've been doing CWs for over a decade and I still struggle here and there.)
