This piece is kind of pricey...But it IS a cash shop item, specifically a Donation Present item, it is randomly obtained from opening an October 2006 Donation Present (though come this October you would be able to choose it, as they are making DP's un-randomized as we go). I would still say, this is a fairly good deal on it.
