I'm working on creating a fairy/elf race that delves into making and delivering dreams and this guy is the king of that realm.

Would you be interested in drawing based on description? I feel like your sketches would work well for my pets Remiel and Carn and I'd love for you to do either one should they interest you. Lots of artistic liberty with these two - Remiel is an angel of the Lord and Carn is a demon. Both living in modern day. Remiel is wise and thoughtful, but a total BA when it comes time to do his job. He can appear either human, or in form with his six wings and his staff. I tend to imagine him sighing softly in disappointment and he tries his best to positively influence the people around him one nudge at a time. If you've ever read Good Omens, Carn is based a bit on Crowely. He's hardcore, but has spent so long on earth he's become a bit attached. He enjoys a good suit and twisting little bits of humanity piece by piece, he's in it for the long game and feels no pressure to destroy the things around him the same way the more instinctual demons do. He considers himself an intellectual. I like to imagine him reading the newspapers and smirking as he stirs up trouble one bad attitude at a time.
