Why isn't this wearable? I got it from Cinthia and it seems so random not to be a wear. (But I have no idea when it actually came out, mind you)

Too much waste of an item. I imediatelly saw this and thought "it's a makeup" and was SO disappointed it' not makeup. It would actually make a great backdrop for the Sacred Lands.
