They actually have increased multiple times over the last several months. :)

Random events are random. There's also the cooldown of an hour after you get an RE, so keep that in mind.

We've been constantly reducing it. It's more than twice as common now as it was about a month ago. We actually increased all REs after the shop search change because of the decreased pageviews. We're doing what we can, but if people are hoarding them or buying them up cheap, there isn't a ton we can do about it!
