My pet is low Tier 11 so I can normally complete Levels in the low 20's, if the gods are with me. My highest success is Level 25. There are 3 opponents I can not beat so when they appear I use my allotted skips. It infuriates me when the same bloody opponent shows up again...and again. This cheats us out of our skips. Today it was Saggi, all 3 times, for Level 21. He's far too advanced for any pet below high 11 or more probably Level 12. What's he doing showing up in Level 21? Level 26 and above is a more appropriate place for him. When an opponent is skipped it should slip to the end of the line, that shouldn't be too difficult to code. Why hasn't it been done?

I'm pretty sure a Tier 11 pet can beat Saggi.
You might want to reword this. It seems like you're asking for Saggi to be moved to a higher bracket, which really shouldn't happen. Just keep training and you'll eventually be able to beat him.
I'd like not to get an opponent after skipping it though. That always annoys me. XD
Er, my mid-tier 10 just beat Saggi for the 5th time (yay Lucent), first attempt, in the actual battle arena. He's doable. He's tricky, but he's doable.
Something that helps a lot is the Truth Serum from the Reading Drive, now available through the Antique Shop; steals two of his weapons, and you can use the Recycle Blaster to zap one of what's left to boot.
I too would like to banish-for-the-day rather than just skip some of the nastier opponents level 25+, but I can see this being unbalancing as General Error pops up level 26-30 while only being Extremely Hard, thus maybe making XP gain too fast overall for staff's comfort.

I don't remember when exactly I started being able to beat Saggi consistently, but I know by mid-T11 I was already able to take on a couple of the weaker impossible challengers, so I think EH Saggi's placement is fine as is. He's definitely far easier than those in the level 26-30 bracket and wouldn't belong there.
Agreed though that it would be nice if the coding was changed so that you couldn't be given the same opponent you just skipped.
I agree about the skipping to give another challenger. They may need to add more challengers to the list to make skipping a little more effective.
getting the same challenger that you JUST skipped defeats the entire purpose of being able to skip someone in the first place. skipped challengers should be excluded from that difficulty level for the day. this really needs to be fixed.
Some opponents in each bracket are harder than others, but I think BQs are pretty good the way they are. When you get to where you can surpass level 25, you're still going to have issues with Crawbeast and Chase for a while. They're meant to be a little challenging at times.
The other people who have commented are right though, if your t11 is having trouble with Saggi, it might be time to update your weapons and/or scrolls, or mod your weapons if you haven't yet.
i totally support skipping should not be getting the same opponent.
I also hate it when the same opponent pops up after I've just skipped them and I'd really like to see this fixed. Since reducing the opponent pool this way might make BQs a bit too easy for staff's liking in a "pick your own opponent" kind of way, it would be awesome to get some new opponents in the pool. I'd love to see more past plot opponents added so I'd finally have a chance to kick their butts because my pet wasn't up to the task at the time!
With one part I agree: if you skip a challenger it shouldn't come back again for that same level.
Saggi on the other hand is easy to defeat with a low t11 or high t10 even and is perfectly fine in it's current bracket.

No support.
Quests are random, you just don't know when you ask for one whether it's gonna be worth doing, and Battle Quests are the same. If you don't wanna purchase the item Chase wants for you in Item Hunt, you go back to start and Battle Quests without skips are the same.
You don't get to choose what drills you do when you're in the army. NPC Reichsen has a plan for your pet, and if you get the same one over again, then he is in effect rejecting your Skip.
Fully support - I've gotten the same challenger THREE times in a row on numerous occasions after using both of my skips when I had a GA. It is annoying and I would like to see that fixed.
I support skip giving you an alternate opponent than the one you just tried to avoid, but I don't support any sort of reorganizing of the opponents in different brackets. Saggi absolutely belongs in the 21-25 bracket.
Except maybe making General Error in 21-25 ONLY so I'm not getting EH tokens when I'm all hopeful for Impossible ones in levels 26-29 :P
NO don't move GE into the lower bracket, he's the easiest + fastest for me to beat so I can go back to doing nothing ;_;
Oh poo poo to you.
I mean unless somebody wanna makes GE drop Impossibles.
tokens are boring
Impossible You have 823 tokens
though they might be able to do that once challengers get reset again, I forget if they've said anything regarding GE in bqs, but I know with the recent changes, they'll be able to reassign tokens as they see fit, probably once you reach a certain number of wins or something.
