So my guess is that it could start at any point today. If you go based on the past news mentions, this is now the latest the event is first mentioned in an official news post.

Not until the 19th. Subeta likes to wait until the second to last Friday of the month before starting a holiday event. Or, it is also possible that it will start tomorrow because a holiday event's also always the last two weeks of a month.

Does the rain in every area of Subeta have anything to do with the start of this holiday? I've been on here for over 3 years but I have always somehow missed this event ;_; So i have no idea what's going on ahahha
