They don't float, they are random events. :)

They aren't broken! The reason they weren't going out most of yesterday is I forgot to make them as common as they should be, but you should be getting at least one a day now. :)

I'm saying at the very least you should get at least one. The event is actually really common, so you should obviously get more (some people on this board got a few just while questing ;)). It really just depends on how many pages you are visiting and what not. :)

Right now, they are going to continue being given out via RE. It's only the third day of the month. :P We might do something else in addition WHO KNOWS.
