Whats going on? R50 item not in SS

So I was working on a Library Quest and was asked to get
I go to SS and find… none. Its a R50 item. Why are there none in shops???
I've seen this happen with a few other items (but those were usually rare or super rare items), and I've seen a few topics about this particular problem but have not seen whats causing it. Any clarification?
- We just had a week where more quests were done than usual. This item was likely asked for a lot.
- The value of this item had gone below what it sold for in main shops. It was removed from the restocking system for a week until it's able to regain value (in this case, obviously, it's become extinct)
Basically before this was the kind of item that sat in its shop all day and no one bothered to purchase to resell because it had lost value, so there were very few of them to actually sell one the time came around.

Honestly, the fact that Library is asking for extra items drives the prices up of those items because Library quests give good rewards. Plus what Keith mentioned, and it's kind of a double whammy of increased demand and lack of supply, I'd bet.
Ah… I knew about the revamps but not about the "retiring" items system. Hopefully questing won't be hindered overly much by this new system!
