We listed all the quest givers in the news post that count. You don't have to every one of htem (becaues not everyone has access to Carl, Sarah, etc).

So as long as you are doing quests from those NPCs, you'll be fine. Blue Building, Major Drills, Battle Quests, and Shinwa don't count.
