The low prices of tomes have spoiled everyone.
The scale boosts the primary stats too well for being available year-round and in limitless supply. So it's getting changed. This is just another step in stabilizing the price of stat boosters. (Removing the "extra" boosters given away by Shinwa was step one)
I fail to see how this is catering to anyone at all. The average battler rarely buys boosters of any kind. Raising the overall costs of boosters doesn't harm them. This impacts the rich. That's it. They can still boost to their hearts content. It'll just cost more. And if it takes them a bit longer to cap, that's also a plus in my eyes.
And no, we have zero interest in limiting how much users can boost in a day. There's far more downside than upside with that idea.
It's not getting removed from the MC. We're not leaving their availability and price in control of the battlers. Sorry.

Yeah, I'm aware of this. Though by lowering availability of other boosters, their prices will eventually go up, making this booster more viable + sP sink. That's the struggle with the scale at the moment. Balancing stats vs price. If nobody is buying it to boost with, it's no long the sP sink we want.
