To confirm: Yes, the Tempest event will be more frequent on the map area where it is raining, for 3 random consecutive hours, every Monday. It will be on the 'outdoors' maps - so not the Underground! It may be in Port Plunder, Tempest likes playing with boats she can't help it.

Shadowglen rains a lot, and it's not Tempest's rain! (Although it might be, one day) As a big hint, and because it's the first one, I know that tonight's rain is due at 7pm xD SPOILER. (I don't know where it will be, though)

Wow, Tempest must be sadder than we originally thought.

Haha - ok, so after speaking with my programmer, it turns out I was a little incorrect on how this feature works!

The rain is meant to be all over Subeta, when it starts. It still goes on for 3 hours, and this increases the chances of a Tempest event all over the site, not just in the areas with the maps that are being rained on. The rain just indicates that the increased event time has begun. So you don't have to refresh on a map page to get Tempest's event, just continue browsing as normal!

Which is way simpler, really.
