This board is really hyperbolic! The goal with the changes in restocking was to make restocking better. To have useless and cheap items restocking less, allowing rare items to restock (a little) more often. To have stock that is never purchased removed automatically from the shop.
Obviously some of these changes were not successful, and we're continuing to change the formula on our end. We can't change it every five minutes though, otherwise we have no idea what is actually going on.
I've just pushed another change that should see shops returning to a more familiar restocking pattern.
We aren't removing restocking, and in fact, after seeing a lot of the feedback from the form I sent out recently we're trying to fix it to fit more in line with what users responded saying they want. Less useless items that stick around in the shop until it's automatically cleared, and more interesting items that feel good when you restock them.

The problem is that if we don't let those numbers climb, NOTHING ever gets added to the shops, which was the problem before. The "last stocked x minutes ago" was because it was trying to add items that had hit the hard limit (5) in stock, and wasn't able to restock rarer items (missed the mark).
So basically we can artificially pad the "last restocked" number by increasing the stock of cheap items, or we can cap how many of them can be in the shop and have "last restocked" times of 20-30 minutes between meaningful items being in the shop.

That's still just a bandaid / hidden way of not actually stocking anything then, isn't it? I think instead getting used to 10-15 minutes between restocking would be a lot more realistic / interesting.

Because it didn't work. People make bug reports and tickets pretty frequently because an item they were trying to purchase just vanished, and then realized it was because of a shop wipe. That was hard to recognize if the shop immediately had stock in it.
The goal should be to create the easiest and most intuitive system that also works best for the economy. Just wiping the shops because a lot of junk in them isn't the method, we should just have less junk in the shops which this system aims to correct :).
