Found one. Pretty sure is a reference to the anime/manga Durarara!! (sometimes called DRRR!) The shape of the helmet, the colors and the design can be no coincidence.

One of the main characters, Celty, wears a helmet that this item strongly resembles.

Hiya folks! Not too sure if this is still up and running at all. One of the movies I've been trying to find references to (for a TC of one of my pets) was actually not on your list and I was very surprised it wasn't there, seeing how it's such an old classic: Wizard of Oz!
