The "flickering" (or highlighting really) is an effect that happens with the table UI we use. This happens in a few other places around site.

This was the best change I could make to get the item name row not to stretch the crazy amount it did before. Will look into making them more even - figured it was better to push this slight change (so they were semi-even then have the crazy stretched part)

I'm pretty sure the columns for 'move to x' has always been centered?

It isn't something I change, the hover color. It's part of the UI we use. I can look into making it not change, but I can't really do anything about it tonight (also it does turn to a darker color, for me at least. It's subtle but it's def a different color than the every other cell one).

Oooh, okay. Yeah, still trying to figure out how to make them even. I was happy enough to push the fact that Item Name wasn't stretching so bad anymore, haha.
