I honestly didn't think that I would ever get all the plushies. I had to take out 16 or so from my gallery and still didn't have them all. Thanks to the reintroduction of the Mystical plushies in the cash shop I was a little closer, but not there quite yet. The Turtle plushies were re-added to the hustler recently and the rest is history. :D
Those trying for it don't give up! :) It's hard, but not impossible. :)
The simple answer is collecting for years. :P For the referral ones, I got 1 of each right after Keith changed the referral shop and people were selling pts. Was only able to afford one of each of the toy story ones though. They had to come out of the gallery when I went for this goal. :)
