It's going back and forth between being close to empty and actually empty, so my suggestion would be to try taking things out yourself and to keep checking back since other people will be working on clearing it out too. [edit] It's empty again right now!

...shop is empty, what do I have to do to get achievement? when there and refreshed several times and still no achievement

I actually got mine a while ago, but all I had to do was go to the empty shop...maybe double check your achievements, type "pawn" in the search or something, and just double-check you don't already have it, and then snap a screenshot and submit a ticket if there's still a problem?

I cleared it out again in case anyone still needs it. I'm not getting the achievement either but maybe it doesn't count if you empty it yourself?

It would actually go in the Problems & Bugs forum instead of a ticket.

It should trigger for anyone without the achievement who enters the empty Pawn Shop, even the person who emptied it. Post in Problems & Bugs.
