I think anyone can create! Well, anyone with admin powers can create a forum from a ping group. From there anyone in the ping group can create new topics.

Can anyone tell me what the 'post ur pic' ping was about? It led me to a css help thread ._.
Our fearless leader made a post and then promptly deleted it because of Reasons. And because Subeta is held together with scotch tape and paper clips, if you try to open deleted threads it leads you to a random post instead of something that would makes sense like a notice saying the post was deleted.

I -think- these boards might only be visible to people who are in the Tartarus forum group -- the cult thread (in the Cults sub-forum) is public, on the other hand.
I'm not sure that raffle ticket chances also apply in these "private boards", though. (I have no idea why, but your HA makes me SO HAPPY.)
