It's not. CSC items, and CSC itself, can be bought and sold from other users for sP. This has always been the case, and will always be the case. Prices of CSC via sP fluctuate often, but it's always available to users as an option.

The thing is - we don't make money unless people buy CSC. We actually have to claim CSC that we give out as a loss, because that is money that isn't going to be spent and goes into the economy. It's just not good for the game and it's something that we've had to learn.

A lot of times all of us on staff are like HOW CAN WE GET NON-PAYING USERS CSC but that just isn't the right way to approach it. CSC is a cash currency, and we need to keep it that way. It sucks for people who can't buy CSC from the cash shop, but you can buy it / cash shop items from other users with sP.
