You could try H&M jeans? They're relatively cheap and I think better quality than Forever21 (I bought a pair of $10 jeans from them and they turned my dryer blue.) Also, as obnoxious as Hollister is, their jeans are sooo comfy. They're kind of expensive now, but when there's a sale you can get a pair for around $20.
I'm definitely going to be taking some old clothes to the local consignment, so I'll definitely be doing that when I have the time :P
There's no H&M's local, unfortunately, and I want to try jeans on :P buying online isn't really a good idea with pants.
Have you tried Maurices, I've gotten a pair for thirty dollars awhile back and they are pretty comfortable (I had to wear them on a 12 hour bus ride and they were actually comfy). Also JcPenny's is pretty good.

I used to get jeans at PacSun when they were on sale for $25 apiece. That was one of the few brands that fit me right off the rack (though I'm a few sizes larger than you, so YMMV). I think the stores around me stopped selling the brands that fit me, though. :/ They might still have jeans worth considering, though, if you can find a store near you.
