The wishes reset every day. If your wish isn't granted, you'll have to grant another wish to get your 1 daily wish. There are brief times where the shrub will let people make a free wish, but beyond that, you have to do it every ay. However, if you granted one yesterday but hadn't made your wish yet--that wish would carry over to today without having to grant another yourself.
