Because we actually can't do anything. That category covers a really broad spectrum of support issues ("I bought this item from the cash shop and didn't get it", "My credit card was charged but the page died when I processed from Paypal", "I didn't get the custom wearable I should have") than just UGC.
The problem here is that a UA actually can't do anything if UGC is showing the order as unprocessed. We can't hand out CSC to people who say they've processed payments (because unfortunately people would take advantage of that) and all we can do is reach out to UGC (and tell you to do the same) and wait for it to get processed.
It sucks, but there actually isn't anything we can do. We don't handle the payment processing, or even see your card # or anything like that.
