I used to be severely addicted to the internet,I still struggle with the need at times but it's gotten better. It took me being cut off from the internet for 2 months to realize just what I was missing out on and how much time I had been pouring into the computer. I started talking to someone about it and now know how to direct myself away if I feel like I am becoming too focused towards the internet or my computer in general.

As much as I would love to tell you the steps you are taking are awesome it really goes deeper then that,It's a severe issue and really by doing things the way you are it is just enabling his addiction. It would be best to tell him that you guys can't be together for right now and that he has a certain amount of time to take steps to solve the issue and then you'd be willing to try the relationship again or else you are moving on and not letting it bother you. You aren't the one causing the problem so you should never feel bad at any point,Sometimes people just need some tough love.

If you really feel you can't break up with him then at the very least you need to talk to his parents and see if they can help assist you in addressing his addiction so that he can have a better life and your relationship can become healthier.
