Yes it is, I just checked, even with only 4 lines of message from my friend, when I click 'reply' I cant see the buttons to send even before Ive written something. Im still using p2p. Im using Chrome, Windows 7, 1680 1050 screen resolution.

I just hit the tab button after I type my reply, then hit enter. It works.
I never get comments so I completely forgot about this error until I tried to make a long reply and now argh. Not seeing the send button for me is nbd, but not seeing the majority of my comment is! I feel like it stopped typing and I'd never know! XD
Always happens when I'm trying to reply to big comments; sometimes happens (randomly) when I'm replying to smaller comments, too. I use p2p to solve the issue D:
I know this is a bit late, but FF 31 had a number of issues. Just update to the latest and the bugs should subside.

This has been a problem SINCE THE FIRST DAY THE NEW REPLY SYSTEM WENT INTO EFFECT. I HAVE RAGED ABOUT THIS IN THE LITTLE ANNOYANCES THREAD BECAUSE IT FILLS ME WITH A WHITE HOT RAGE AND FRUSTRATION OH MY GOD .
Actual bug report follows.
If you don't keep your window at full screen OR you get a longer text only reply, the reply popup sits in the middle with no way to hover, scroll, drag or otherwise move it to get to your reply button. What I have found is if you get a comment with an image that's larger, and you click reply, it "jumps" the reply popup higher so you can reply, pushing the image part high enough the reply is seen. I have also found that if you use a smaller screen browser, either by preference or size limitations, you can get to the reply button by making your window full size, if available. This is REALLY FRUSTRATING, but until now, I assumed this was my own fault for using a smaller window for browsing, as I hate full screen browsing. NO IT REALLY IS A BUG, HOLY FUCKNOODLES.
Using latest chrome, debian linux, and it has happened as recently as today and has been happening literally LITERALLY since the FIRST DAY. I fucking hate commenting because of this, but I do it so much.
collecting I just checked this in Chrome and FF, it's still a problem. I have a relatively long comment on my page, and even the first time around the reply box isn't visible at all in FF (in Chrome I have a little sliver visible, but the font in Chrome is jacked up and it adds a scroll box for the comment itself anyway so I'm not sure if one or both of those contributes to the button being visible).
But if you close and re-open the reply box, it still jumps even farther down the page, and does not scroll even if you click the reply box.

Tried again this morning from a netbook (purposefully getting a super tiny screen!), and it didn't autoscroll x:
Last night, I tried hitting reply from a really really really huge comment (think page long), and it DID trigger something that let me scroll so I could see the whole message and the reply buttons. However, middle length comments' popups still always get cut and short ones randomly get cut when the popup happens to open in the lower half of the screen. If playing from a netbook or otherwise tinier screen, then small comment popups also always get cut.
edit: I can see how resized windows make the issue worse, but I always play full screen, so the problem isn't directly related to that. At least I can tell that maximizing your window will not be a solution many times x:

Funny thing, I just tested it with a one-line comment: clicked "reply", the box showed in a normal placement, then clicked "close". Clicked the same "reply" button again, without scrolling/touching anything else and the box already showed up halfway down the screen (half cut) :x Such an odd glitch.
