My elementary school did that. It actually bothered me, even as a kid. Maybe because my siblings were so much older and had reactions similar to yours.
letters? we use numbers here, 1-5 1 being the lowest, 5 the highest
In my elementary we got a scale form 0 to 4, 4 being the best obviously.
Now we get percents.
My elementary schools all used letters, iirc.
Now it's just percent marks.
In my elementary school, they had 1-5(?) for academics and E-U for citizenship. 1 being the highest grade and 5 being the lowest. Citizenship when from excellent, to good, satisfactory, needs improvement, and unsatisfactory.
Middle school and High Schools here use A-F and E-U for academics and citizenship.

My sisters elementary school had the same grading system you mentioned in your original post. It seemed rather strange to me, but I think it's also a bit more useful than the standard A,B,C,D,F system.

In my school, from first to fifth grade, they have an an A and NA system, that means Acquis (It means you passed) and Non-Acquis. (You failed.) From 6th grade until you graduate, we have a 0-20 system. You pass with 10 or more. :P
At the high school I went to it was just A B C F. No D's :P Anything below a 70 is failing.
K-3 here is O S and I Outstanding Satisfactory Improvement Needed Once you hit grade 4 it switches to A B C D F though. idk why. at least, its grade 4 if i remember correctly.... why is nevada the only one with an I instead of an N?
i do agree with the fact that it is probably the fact that kids are younger that they use O S I/N i think they dont want to discourage 2nd graders by telling them they are failing and make them feel stupid. just tell them they need to improve.
1st-3rd grade we had Excellent, Satisfactory, and Needs Improvement. Kindergarten was like a bunch of random letters. We got A-F 4th grade and on.

During my last year of high school they completely changed how everything was graded.
The government decided every student would get an overall mark from A-E for each subject. C meant that you were at the right level for your year, B was a year higher, A was 2 years higher etc. So basically EVERYONE always got C's for everything. It was such a waste of time.
This also meant that teacher's couldn't give A-E marks out for classwork anymore because they thought it'd be too confusing for parents. So we ended up with marks like VL (very low), L (low), M (medium), H (high) and VH (very high) which basically corresponded to the old A-E marks. Now THAT was confusing. :P
In my first and middle school we didn't have grades. I think we just had like, crosses ticks and stickers. In my current high school, for years 7, 8, and 9 we have this: X - eXcellent G - Good F - Fair P - Poor U - Unsatifactory We get these on assessments and such, also on reports for "homework" "effort" "progress" etc. But more important than the letters is the levels. When we did our SATs we didn't get letter gradings, we got levels. We are told what our level is at several points in the year, too. At the moment I'm on a whole working around level 7. In year 9 the top groups (aka the ones i'm in) should be working for 7/8. Lower groups are more 5/6. I think the highest you can get in my year is 8, the lowest is 4, otherwise no mark at all. We are told that a level 7 is a C in GCSE for most subjects. OH and in languages the levels are lower because we've only been doing them for 3 years as opposed to other subjects we've done our whole school life. I think the right grade for my group is 5, in french.
But when we do our GCSE courses (year 10 and 11) the grading changes to A* A B C D etc.
We have letter grades xD
1 - fail 2 - bad 3 - alright 4 - pretty good 5 - good 6 - excelent
You can also get +/-. "+" is obiously better than "-" xD 6 is a lot harder to achive than a regular A in the american schools! You can't have any misstakes at all.D:

I know in elementary school I had a bunch of weird letters.. dont remember all of them though, there was an E, W, M, S, and *.. yes.. an ASTERIX facepalm
